This study explores the emergence and development of the policing system in the early Islamic state during the era of Caliph Umar Farooq (RA). It examines how a structured approach to law enforcement was initiated to ensure justice, maintain public order, and safeguard the rights of citizens. The research highlights the foundational principles that guided the policing system, including accountability, equality before the law, and moral responsibility. It further analyzes the key roles performed by officials responsible for maintaining security, as well as the administrative and institutional reforms introduced during this period. The study also evaluates the broader social and political impacts of these measures, demonstrating how they contributed to stability, trust in governance, and the effective functioning of the state. By providing an analytical perspective, this paper underscores the significance of Umar Farooq’s (RA) contributions as a model for ethical and community-oriented policing in both historical and contemporary contexts.
