The term “takfir” is frequently found in all the books of Ahl al-Sunnah beliefs, especially the books related to refutation of false differences, hollow beliefs and theories. Since the belief Wa'idyyah of the Kharijite, Mu'tazila, and Marjiyya sects about the "great sinner" is completely opposed to the Qur'an and the Sunnah, the Sunnis often mention this term in their books for proving the right and condemning the wrong.
The takfir and tabdee of a Muslim is purely the right of Allah Ta'ala and the Prophet (PBUH), because it is related to the rules of the Shari'ah and only Allah and the Prophet (PBUH) are the makers of the Sharia. Therefore, before takfir and reformation of a Muslim, it is very important to learn and understand the "rules of takfir" i.e. the conditions, obstacles and other issues related to takfir and to thoroughly investigate the condition of the mukaffar (one who has been declared kafir).
Therefore by imposing an unnecessary fatwa a Muslim should not be declared out of Islam, because if that Muslim is not a kafir in reality, then the one who imposes a fatwa of disbelief without considering the conditions and prohibitions may become a kafir himself.
